Evan Stoopler
MANAGING PARTNER
Mr. Stoopler is a results-driven professional with 24 years of business experience with extensive expertise in the financial sector, business development, and financing.
His areas of expertise include:
- Strategic Planning;
- Market Planning;
- Financial analysis and budgeting;
- Competitive analysis;
- Business Financing;
- Development of business financing packages.
After graduation from the University of Maryland in 1987 with a B.A. in Finance and Economics, Evan served as securities broker or trader; for various broker/dealer firms. Since September of 2003 Mr. Stoopler is a proprietary trader of securities for his own account and has been involved as an investor in other commercial businesses enterprises.
Steve Anapoell
MANAGING PARTNER
Steven Anapoell is a Managing Partner and the General Counsel of Bridgeforth Capital LLC, a private equity firm that provides financing solutions to developers and operators of real-estate linked projects, manufacturers and franchised operations.
Prior to joining Bridgeforth, Steve was a founding shareholder of the Irvine, California office of the international law firm Greenberg Traurig, where he focused his practice on private equity fund formation, mergers and acquisitions, securities offerings, EB-5 Program financings, and structuring and negotiating complex corporate transactions.
Steve served as lead corporate and securities counsel on some of the largest EB-5 projects in the country.
Steve has been selected numerous times by Los Angeles Magazine as one of Southern California’s “Super Lawyers” in the areas of Securities & Corporate Finance, Business/Corporate and Tax.
He also holds a rating of preeminent in his field by Martindale-Hubbell.
Steve is the former Chair of the Limited Partnerships and Limited Liability Companies Committee, State Bar of California Business Law Section. He is the author of Chapter 6A – Drafting a Private Placement Memorandum Under Regulation D (the Continuing Education of the Bar-California) – Financing and Protecting California Businesses; the update author of Chapter 5A – Issuing Common Shares to Founders and Investors (the Continuing Education of the Bar-California) – Financing and Protecting California Businesses; and the co-editor and co-author of Guide to Organizing and Operating a Limited Liability Company in California (second edition), Business Law Section of the State Bar of California.
Steve received his LL.M (Taxation) from Georgetown University Law Center, his J.D. from the University of California (Hastings College of the Law), and his B.S. in Business Administration from the University of California (Berkeley).
Martin Unger, ESQ
CORPORATE COUNSEL
Marty is a Partner in the firm’s litigation and securities practice. A well seasoned practitioner, he brings years of complex litigation experience from his prior experience with Blank Rome, LLP and Certilman Balin Adler & Hyman, LLP.
Marty earned his Bachelor of Arts from Alfred University, and went on to earn his Juris Doctor from New York University where he graduated cum laude. While at NYU, Marty was a member of the Order of the Coif and Law Review. Marty later earned his Master of Laws Degree from Brooklyn Law School. Upon graduation Marty served as law clerk to Honorable Jacob Mishler, United States District Judge for the Eastern District of New York.
Since 1971, Marty has focused his practice on securities litigation and securities regulatory matters in federal and state courts and before self-regulatory organizations, including the Securities and Exchange Commission and the Commodity Futures Trading Commission. He has represented clients in lawsuits, arbitrations and administrative proceedings and investigations.
Marty has served on the Committee on Federal Regulation of Securities on Civil Litigation and SEC Enforcement Matters, the Litigation Section, Committee on Business Torts Litigation and the Committee on Securities Litigation of the American Bar Association. He is a member of the Nassau County Bar Association and has served as an arbitrator for FINRA, New York Stock Exchange and American Arbitration Association. A published author of articles on arbitration, litigation and regulatory matters, he is admitted to the practice in the State of New York, as well as the U.S. Supreme Court, U.S. Courts of Appeal for the Second, Fifth, Ninth, Tenth and Eleventh Circuits and the Eastern and Southern District Federal Courts of New York.
Derek Fox

Derek Fox is an accomplished business development and operations executive with global management expertise. Following a successful international career in financial derivatives, sales/marketing, strategic planning and traditional + alternative investments, Derek founded Cho10 Partners in 2012 to channel that reach and experience into independent ventures.
Derek helps expand businesses by developing and implementing growth strategies for both existing and new markets. He boasts a solid track record creating long term value for organizations and investors, capitalizing on business trends and opportunities through his extensive international network.
Derek is a graduate of the University of Dundee, Scotland where he gained a Masters Degree in Economics.
Marc B. Spector AIA

As Principal / Owner of Spectorgroup, an international architectural, interior design , master planning firm, Marc reframes the business of architecture to create value for design excellence and the profession through exemplary leadership. Moving the practice of architecture beyond traditional boundaries and market competition, Marc’s influential business model is built on: the creation of impactful life spaces regardless of project constraints, cultivation of client and team relationships into friendships, growth in new markets and services, and continual advancement of design innovation hand-in-hand with profitable business practices.
Marc earned his Master of Architecture from the University of Michigan and the Royal Danish Academy of Fine Arts School of Architecture. Marc is a member of the American Institute of Architects, Society of American Registered Architects, and the National Council of Architectural Registration Boards. He is a registered architect in New York, New Jersey, Connecticut, Illinois, Massachusetts , Georgia and Utah.

Larry Talve
Executive Director

Larry Talve is an accomplished entrepreneur with over 30 years of experience in the business community. In 1986, Larry joined Franklin Stainless Corporation, a leading stainless steel distribution company, where he was responsible for purchasing, sales, marketing and production coordination. In 1995, Larry became a principal owner of Franklin Stainless and led the company to increased sales growth and continued profitability. Under Larry’s leadership, Franklin became one of the most well respected steel companies in the country. In 2008, Larry sold Franklin Stainless to an international conglomerate.
In 2009, Larry co-founded Rubicon Asset Management, a real estate company that purchases and repositions multifamily properties in Manhattan, Brooklyn and Queens. Larry’s investment strategy has allowed him to produce high returns for his investors. From 2010 to 2014, he was a partner at Rubicon Properties, a Residential sales brokerage firm. Since 2011, Larry has built up a substantial real estate portfolio and continues to acquire and invest in real estate throughout the tri-state area.
David Walker

worked in the financial industry for over 22 years. And until most recently worked at Morgan Stanley in the Private Wealth Management Division as a Senior Vice President, Managing Director and a member of the Chairmans Council. In house, I managed approximately 600mm in assets while overseeing over 1 billion of total client assets.
My client base was mixed and grew organically with a number of real estate investors and developers. This allowed me to work on a number of developments and re-developments securing over 400mm of senior and mezzanine financing as part of the capital stack.

Joseph Weaver
Joseph in a relatively short period of time has become regarded by his peers as an expert in the Regional Center EB-5 industry, having created five USCIS designated Regional Centers to date, with two others in the approval process. He has a 100% track record of receiving USCIS regional center approval for his clients; in most instances in half the time required by other firms that specialize in the EB-5 industry. He has been directly involved in coordinating all aspects of the foreign investment in strict compliance with the EB-5 statutory, regulatory and precedent decision framework. His experience includes underwriting, extensive business plan writing, detailed project Pro Formas, business development, as well as implementation of multi-tiered domestic and international sales and distribution channels.
In addition, Mr. Weaver has provided management consulting for companies, both private and public , in numerous industry sectors looking to enter new markets in the U.S., Russia, Kazakhstan, China , Hong Kong, Taiwan, Philippines, Central and South America. In addition, he has provided consulting services to two Fortune 100 Companies.
Mr. Weaver has served as specialist in the Regional Center EB-5 industry for the past 5 years. Over the past two decades he has served as an underwriter, as a financial analyst and consultant to companies in the financial, technology, manufacturing and energy sectors both here and abroad. Mr. Weaver during his college career was nominated to the National Honor Society.
